Creating a planet with poles that have permanent and opposed seasons?

If a planet orbited it's star the way that the moon orbits the earth, that is with one side continually facing the star, you'd have the conditions you want. though it wouldn't be a pole that faced the star. If this happened, you'd have a band around the planet in which the star was permanently on the horizon and somewhere round here you'd have a band of temperature suitable for human life. I don't think you'd have much atmosphere or water though. Any water on the sun side would boil, and any ges far enough into the dare side would freeze, thus creating vacuum to pull all other ges into the dark side to freeze
