What rule should be changed,instituted, or modified?

Alan Ashby formerly of the Houston Astros play-by-play team used to say he thought that in certain situtations a team error should be instituted (for instance when there is a pop up hit in the infield and 5 fielders surround the ball and the ball lands right on the ground right in the middle of the fielders)
